Most samosas are any lentil or potato pea and those are vegan. You won't commonly find meat filled samosas, but check freshly in baggage. Outside of India people do adjectives sorts of weird things near samosas. They are related btw to sambusa from east africa where Indian traders brought them.

exceedingly good quiz..ask when you buy them. one problem may be that, though india has an immense number of vegetarian, the general experience of vegan food aint exactly brilliant.most veggie hindus wont munch through egg, but most drink milk. ask and be very specific. i stingy, near me theres a great gujarati lacto-vegetarian restaurant..much is vegan..nonetheless they put cheese in the samosas!!

I go to this nice place downtown Mil. and the unbroken restaurant is vegan. They build great samosas. So, I think they are but every place is different so I'd suggest asking everywhere you go.
