Answer:
Whole Foods Market carries various different brands of makeup that do not have animal products within them. A great one to try is Burts Bees, though I don't think they immensely dark lipstick, solitary lip stains.

Another great place to check out to see which brands have animal products and which do not is www.caringconsumer.com - it's a site run by PETA that have a list of companies that do and do not interview on animals. On the list of companies that do not check on animals, it also notes which companies are entirely lacto-vegetarian. It's a pretty comprehensive list, and includes the ways to find these products, so definitely check it out. You will find your answer in attendance!
Try Beet root Juice.
It's true that many/most cosmetics contain animal ingredients. Drop by your local health food store (and GNC is *not* a condition food store) and you should find several brands of 'safe' lipsticks etc. I just looked at the stuff my friend weborders and the brand of it is Arbonne
You don't say which country you live within, which makes it harder to answer your examine! There are quite a few exclusively lacto-vegetarian, cruelty free cosmetic companies, many of which are available online. Some of the common brands are much better than they used to be for not using animal products & animal tested ingredients, but if you want to be totally vegan & cruelty free check out some of these links:

In the UK (where I live), in that is Honesty Cosmetics, which stocks "Beauty Without Cruelty" cosmetics: http://www.honestycosmetics.co.uk/new_be...

In the US, there are an assortment of sources:
VeganGoods.com/A Different Daisy: http://yhst-48641225173758.stores.yahoo....
Monave botanical lipsticks: http://www.monave.com/index.php?p=catalo...
Alternative Outfitters do various lacto-vegetarian lipsticks: http://www.alternativeoutfitters.com/ind...

Hope this helps! If not, a moment ago search for "lacto-vegetarian lipstick" or "vegetarian lipstick" and I'm sure you'll find some suppliers base near everywhere you are.

PS I think the fish product within lipstick you are thinking about is "pearl essence", made from fish scales, which is used to include a "shimmer" to certain lipsticks. This is not a enormously common ingredient in our time, but there may be other animal derived products present (such as tallow, from cattle fat), so it is worth going for a vegan/cruelty free brand. Lipstick isn't the individual thing you obligation to worry in the region of though!
