What is the difference between cooked and lightly cooked potato?

umm.....the difference is that one is cooked, and the other s not! how much simpler can you find that?

I am not sure what you are asking.....if it is untreated it is uncooked. If it is cooked it is cooked. Are you asking roughly potatoes that have probably been peel and diced and sitting out? If so, they probably turned black and should be tossed. If they are uncooked potatoes that own been sitting out and haven't spouted or rotted you can cook the and use them as usual.
