If you want to be tremendously accurate, sushi as we know it today or for the past almost 2 hundred years be really developed by the Japanese.

But in lingo of true origins, it was invented contained by China during the Teng Dynasty as a way to preserve fish next to salt and fermenting rice. This expected that the fish was set to eat, worth mentioning is that the rice was discarded at the time of consumption.

As popularity grew they could not dawdle those 3 monthes, so they started to add vinegar, sugar and saline on the rice to make the process faster. The fish be also changed to the freshest possible.

It's like asking who made Pasta; we know that Marco Pollo brought it pay for from china with other things. But sushi be from those hot indonesian region.

all far east countries are envolved surrounded by sushi however Japan is the main exportor for adjectives sushi recipes i.e. due to its location (island) & lack of lands resouces.
a vote for Samten! And we still enjoy some delicacy like rice rolled near dried shredded pork, or as a dessert with chopped peanuts and sugar.

But unsurprisingly, the term sushi is Japanese.
