Is an animal cracker/cookie a cracker or a cookie?

Answer:
In the late 1800's animal shaped cookies call "Animals" were import from England to the United States.
They are cookies!
I consider them to be a cookie because they are somewhat sweet. I don't really mull over of crackers as being sweet.
It is a version of a short bread cookie.

No cracker surrounded by sight, they of late named it that.
