Okay, I am scared to be going adjectives around for July 3rd and 4th (best friend's bday is on the 4th also). I was trying to come up near party planning that will keep us sheltered also. Since I can now legitimately drink. Should I have a house shindig or do something else? I don't want to be going all around town since it is a trouble because of July 4th and drunk driving is high this time of year. If we do stir out, we talked just about getting a taxi, to give support to beating the likelihood. But that still doesn't mean we are undisruptive since other's drive drunk. I dunno? Any themes for party or other stuff I can do. Side note: a bunch of my friends aren't all the same 21 so its hard to include them. Any thinking on that also? Thanks a head of time. hehe.

House party are safer, but there is still risk. The host can be held officially accountable if any of his guests start out the party and hold a drunken mishap. The cab opinion is very solid, but could be costly. Were it me, I would do one of two things.
1.) Have a themed house gathering of some sort.
2.) Find a bar within walking or cheap cab distance and stir that route.
As for your underage friends, they may be out of luck if you go to a banister.
Lastly, drink responsibly. It is much more fun(and easier to remember).
You should have a get-together at home, have a mixed drinks carnival, you can also make virgin drinks for your friends. Be sure you hold plenty of food! Be Safe!
Have a party at home. Make it similar to you would for a 10 year old. Get a clown, lots of balloon ( you can make up more adventurous games beside them. ) play all those silly games you detested when you were 10. Don't forget the bouncy castle. Much more fun near a few drinks and no kids.
I went to a bash like this, it be FANTASTIC.
