You can make shortbread cookies which is a rich sugar butter cookie. But it is a different texture, you won't own the chewiness of a traditional sugar cookie.

and look up shortbread, butter cookie or jam thumbprints. All don't own baking soda or powder.

u can trade name sugar cookies with out baking soda
but next to baking powder it is better, it gives the cookie a bit of volume(u know what i mean) if u don't use it the cookies will look a bit flat
but if u don't use any of them the cookie taste the same
