if it is a standard daily or clear sticker type label, best bet, according to my wine producer clients is to soak in hose for extended period of time usually hours. after use one of those green nylon scrubby pads you would use for doing dishes and own at it.
if you are referring to bottles that are either etched or own ink applied directly to the bottle like silk sceen, you are out of luck. They don't come rotten.
If it's a plastic sign try Googone available at Target and Walmart.
Vinegar and rime water. If you are impatient, lighter fluid or fingernail polish remover.
Ice hose down is the best if you want to save the sign.
You could use B-brite, available at homebrewing supply stores, or a steam gun (on glass).
