We find that a Home Winemakers' Center may operate without qualify under federal rules as a bonded wine crypt or paying federal excise tax on wine produced at the Center by individuals beneath the following conditions:

Compliance with State and local canon

The ability to produce wine for personal or inherited use and without donation of tax underneath Federal law does not authorize production of wine by individuals or operation of a Home Winemakers' Center surrounded by violation of State or local imperative. The operator of a Home Winemakers' Center must swot up and comply with any travel document, license or tax requirements of State and local decree and conduct operations within compliance with State and local statute.
