No - every year is different, some years are better than others and it may be possible that in one dedicated area of the world nearby has be a run of good even years, but i.e. pure chance. It is not a broad rule.
And old wine is not other better.
And fermentation is complete before the wine is bottled, so 'me's answer is bunkum
And aging the wine does not make it dryer

I own heard (and believe) that the more out-of-date wine is the more better, does not matter even or uncommon numbered year! :)

Some elder wines are good. Others turn to vinegar, or a short time ago get adjectives awful, because they get nouns in the bottles. What you enjoy to watch, if going to a detailed store of wine, is to ask the owner for a record of good years for a determined type of grape. Some winneries own excellent wines, but some of their years just suck. Older is not other better. There is a great variety of infantile wines that will statisfy even the most erudit in wine! Enjoy!
