But All people contained by the bar don't drink...
Its against the law to be drunk and drive. A individual can have a few drinks surrounded by the space of a couple of hours and not be legally drunk. At that point they are OK to drive. I can't do that, if I be in motion to a bar, I amble there. Its up to the driver to not drink too much to drive, not the hotel owner.

Just because you walk to a bar, that does not necessarily denote you are going to drink. You may go a moment ago to socialize. Even those who do drink may have a designated driver, who is not drinking.
Not everybody gets drunk. Some individuals are the designated drivers and others simply don't drink.
You don't drive to the bar drunk (hopefully not). Plus, general public may travel in pack then one is designated driver.
