That rubber mat on top of the shaft is called a "fishing rod mat". Seriously that's what its called.
They are called tablet rail mat or just block mats.
Only mat I can think of is used for drying fishing rod glasses. It have a raised surface so nouns can circulate under the specs and also not have the rim sitting on the shelf or inn where it could pick up dirt.
